The first question to seek to answer is, ‘What is a Strategic Manager?’ ‘What are their roles responsibilities and what attributes do they require?’ A Strategic Manager within the Public Services or external environment domain must view each action as it relates to the organisation s larger strategic mission. They would ensure safety objectives/procedures are in place so they also help to avoid/minimise potential risks. A Strategic Manager always has excellent analytical and problem-solving skills. But within Public Services, a Strategic Manager could find them selves fulfilling a dual role, i.e. that of a Upper Manager, who has responsibility for how their operations and how their employees will work to meet the functional objectives†¦show more content†¦That said, whether a strategic, a functional, or a combination of both, this category of manager would need to produce strategy policies, which outline how functional departments will reduce the organisations risk. The main objective would be to reduce the risk of any emergency plan failing, by ensuring they have worked with every organisation to ensure every possible outcome has been covered. A Service Delivery strategic policy document would present a co-ordinated approach and integration between all Public Services disciplines, other directorates and associated input partners and organisations. It would contain a full description of the assumptions and philosophies that led to the creation of a strategy document, including the explicit assumptions regarding future management structures. These differing Public Services Organisations are after all only there to get things done. They do not rest and are continually changing and adapting to meet the shifting demands of their environments. That said, Strategic Manager must be able to embrace change to suit the latest strategic qualities called for. In essence, these planned strategic activity changes are designed to improve the organisations effectiveness.
